2010 CENSUS / Redistricting - Where district maps will change the most

Changes in California's population over the past decade will shift some legislative and congressional seats from Democratic-voting coastal areas -- such as San Francisco and Los Angeles -- to more conservative inland areas this year.

Newly released census figures pinpoint which political districts are likely to expand or contract in this year's once-a-decade redistricting process, which redraws boundary lines to equalize district populations. Incumbent politicians in districts whose populations are much larger or much smaller than the norm face the most uncertainty because their boundary lines are likely to change significantly.

Bottom line? A geographic region is likely to gain seats if its current political districts hold more than the statistical "ideal population." The reverse is true for regions with comparably smaller populations.

For the first time, a 14-member citizens commission created by passage of Proposition 11 in 2008 is responsible for drawing legislative, congressional and Board of Equalization districts. The Legislature did the job in years past.
