Redistricting panel

TODAY: California is looking for a few good citizens: State Auditor Elaine Howle conducts a public hearing today on the proposed regulations governing the application process for the Citizens Redistricting Commission, which voters approved last year via Proposition 11. The commission will be redrawing the boundaries for legislative and Board of Equalization districts based on the 2010 census. Application rules will take effect Oct. 28, and the application period will run from Dec. 15 through Feb. 12, according to a timeline posted on the state auditor's Web site. Today's hearing at the Crest Theater, 1013 K St., Sacramento, runs from 10 a.m. until 4 p.m.

Revenue redesign

TODAY: The Commission on the 21st Century Economy hears public comment today on its recommendations on how to create a more stable revenue stream for the state. Several commissioners acknowledged last Thursday that the Legislature and the public still need to scrutinize the proposed overhaul. Last week's meeting focused on a tax system that would rely on a new "business net receipts tax." Other ideas include an additional gas tax, expansion of offshore oil drilling and a rainy-day fund. The commission hopes to take a formal vote today. The meeting starts at 11 a.m. at the University of California, Berkeley, Clark Kerr Conference Center, 2601 Warring St., Berkeley.

'Race to the Top'

WEDNESDAY: Now that the regular legislative session is done for the year, committee hearings are few and far between. But they're not unheard of. Sen. Gloria Romero, the Los Angeles Democrat who heads the Senate Education Committee, is holding an informational hearing on whether San Diego is ready to compete for federal "Race to the Top" education funds. The hearing starts at 10 a.m. Wednesday at the University of San Diego's Warren Auditorium, 5998 Alcala Park, San Diego.
