Census Geography Assignment & Conversion File Collection
I. District Assignment & Conversion Files:
These files can be used to determine the Assembly, Congressional, Senate, and Board of Equalization districts' identity and/or share of other geographic entities such as census blocks, census tracts, or census places for both the 1990 and 2000 census geography and redistricting plans.
2000 Census Blocks to 2001 Districts Assignment Files:

2000 Census Blocks to 1991 Districts Assignment File: A conversion file from 2000 blocks to 1990 districts that was intended to be used with the redistricting dataset. Here is the same file in tab-delimited text format. Read the documentation for this file.
2000 Census Place to 2001 Districts Assignment File: A Census place is a U.S. Census Bureau designation for a city or other city like entity. This file can be used to determine which Assembly, Congressional, and Senate districts encompass or partially encompass a given census place.

2002 General Election Precinct to 2001 District Assignment File: This file identifies the 2001 Assembly, Congressional, and Senate District assignment of the precincts that were used during the 2002 general election. Below you can download the 2002 general election precinct geography with the district identification fields included.

II. Census Geography Assignment & Conversion Files:
These files can be used to translate and compare census data between geographic units i.e. blocks, tracts or census places and/ or between the 1990 and 2000 census data sets.
2000 Census Block to 2000 Block Group SF3 Conversion File: Here is a conversion file (block - block group) for 2000 SF3 population and housing data. Read the documentation for this file for a description of how to use it.
2000 Census Block to 2000 Census Place Assignment File: An assignment file for blocks, block groups, tracts to census places. This assignment file includes place names as well as the place code [the other census place conversion and assignment files contain place codes only].
1990 Census Block to 2000 Census Tract Conversion File: If you have data by 1990 census block, this may be the most convenient way to move into 2000 census tracts. Simply match the block field to the block key and aggregate to the tract id given in the conversion file. You can also download this conversion file tab-delimited text format.
