Maryland's Legislative Plan
Maryland's Legislative Plan took effect February 22, 2002 and the
Court of Appeals issued an Order setting out the procedures and time
tables for litigation before it on March 1, 2002. The Order is available at:

So far two cases have been filed, one in the Court of Appeals and one
in Federal Court. The State Court case, Curry v. Glendening (which
will become part of In the Matter of 2002 Legislative Redistricting of
the State, September Term 2001, Misc. No. 19, raises Equal Protection
and Voting Rights Act claims based on the alleged failure of the State
to create as many majority minority districts as possible in Prince
George's County and on the failure to create a Hispanic or an Asian
district in the area on the border of Prince George's County and
Montgomery County.
The Federal Case, Mitchell v. Glendening, Case No. WMN 02 CV 602
(there may be a 4th digit to that but it is impossible to tell from my
copy), raises Voting Rights claims based on the elimination of the
44th District in Baltimore City.
