GLENDORA - A proposed ballot measure to split Glendora into five election districts is being called a "power grab" by a city council member.
The city received official paperwork last week from a citizen's group notifying officials of its intent to gather signatures to get the measure on a city ballot.
"This is about having everyone in the city get equal representation," said Erica Landmann-Johnsey, a critic of the Bonnie Cove and Gladstone senior housing project. "People like the idea that they are represented by a specific person, who lives in their neighborhood."
Councilman Mark Kelly said the measure is connected to several city gadflies who want to take over the council.
"All they want to do is criticize the city," said Kelly. "They never try to do anything positive for Glendora ."
The measure would divide the city into five separate districts, each of which would elect its own council member.
